Who is to blame?

Former Haitian dissenter, Bonaire Lepuissant, was beaten at his home by invaders.    Bonaire Lepuissant has claimed that he will recover soon from the incident.  However, he suspects the home invaders were from the "Baby Doc." The former dictator, Duvalier, vocally opposed to the incident.
